Beefed Up Experimental Units

This mod basically makes all the experimental units stronger, but more costly. It also changes various other things in the game.

--All the experimentals have now been scaled, they are much bigger and shit.
--Added t2 shield generator tweaks, now more usefull with slight radius increase!
--Cleaned up code (i hope)

--Artillary scaling/upgrading
--New unit (hopefully) ion laser cannon
