Answer: Yes.

Answer: Uninstall and re-install GECK to the same folder where Fallout3.exe is located.
Question: How can I silence the PC speaker when it keeps going off anytime I click anything in the editor?
Answer: This seems to be a glitch in Windows Vista. Go to your control panel and set all sounds to Windows Default and that might make the sound go through your normal speakers and simply turn down the sound when in the editor. The "error" beeps do not appear to be caused by an actual problem so the editor should work just fine.
