NoRacePatrols

This Zip contains 3 flavours of No Race Patrols

1) This removes virtually all (non-company) militaries, including the ones associated with Military Outposts. Thus races won't invade one another (argonparanid , boronsplit)

2)This removes most militaries and most of civilians

3)This removes militaries only, leaving civilians untouched
