1-Fix the galactic mod enable problem (_NOT_ SKIRMISH MODE ONLY _ANYMORE_)

Allegience SSD (buildable from Byss level 5 tech for hictorical accuracy)

Imperial SD mk1 (buildable from Byss, Kuat or Fondor level 3 tech)
Imperial SD mk2 (buildable from Byss, Kuat or Fondor level 4 tech)
Imperial SD mk3 (buildable from Byss, Kuat or Fondor level 5 tech)

victory SD mk1 (buildable anyware, level 2 tech)
victory SD mk2 (buildable anyware, level 3 tech)

Empire Nebulon-B (buildable anyware, level 0 tech)
tie advanced (buildable anyware, level 3 tech)
Venator (buildable anyware, level 3 tech)

2-New units:

Imperial SD mk4 (from Dark Empire Comics,buildable from Byss level 5
tech for hictorical accuracy)

3-fix the xml file problem
